‘Green’ Strategizing
Following the recent climate change talks in Copenhagen, it’s clear that while the ‘green’ movement is still prominent, you can’t necessarily predict where it’s moving. The meetings in Denmark produced no binding international agreement to lower CO2 emissions. Neither does Congress appear likely to enact the leadership’s cap and trade bill. However, the Environmental Protection Agency’s (EPA) recent move to regulate greenhouse gases under the Clean Air Act could pose even tighter emission rules than cap-and-trade. It’s difficult to anticipate shifts in environmental policy because the green movement affects governments, nonprofit groups, businesses, academics and others with competing interests.
