Consumers and advocacy groups are pressing Congress and the administration to enact com-prehensive “healthcare reform.” In addition to the skyrocketing costs of healthcare being a critical component of our country’s Gross National Product (GNP), its influence undermines the economic security of American families. 
 
Whatever is meant by “healthcare reform,” policy makers must answer numerous questions as to where they should begin in dealing with the myriad of interests and complexity of the current system that has mushroomed to a point that can no longer be tolerated.
