The TRSA government relations team recently met with U.S. Rep. Carol Miller (R-WV-01) on Capitol Hill as part of ongoing efforts to engage lawmakers on issues impacting the linen, uniform and facility services industry. The meeting provided an opportunity to highlight the industry’s role in supporting essential services nationwide, including healthcare, hospitality and industrial operations, while sustaining jobs and local economic activity.

During the discussion, a key focus centered on TRSA’s efforts related to federal tax policy, specifically Section 168(n) under the recently passed H.R.1, and the inclusion of the industry as a qualified production activity (QPA). This designation would allow taxpayers to immediately expense costs associated with qualified production facilities rather than depreciating those investments over a traditional schedule. The TRSA team, comprised of Vice President of Government Relations Kevin Schwalb and Advocacy Manager Sean Kearney, explained that such recognition would better align federal tax policy with the significant processing, capital investment and value-added services performed by member companies, supporting continued reinvestment in facilities, equipment and workforce nationwide.

TRSA also discussed several broader legislative and regulatory issues affecting member operations and emphasized the need for policies that provide clarity, stability and support long-term growth. As part of these proactive efforts, the advocacy team also met with policy directors from the National Republican Congressional Committee (NRCC) and the Democratic Congressional Campaign Committee (DCCC) to engage early on priorities shaping the 2026 legislative agenda.

TRSA thanked Rep. Miller for her engagement and thoughtful discussion and looks forward to continued collaboration with her office as Congress advances tax, economic and regulatory policies that directly impact the industry and its workforce.
