Monica Colunga

Outreach and Education Coordinator, U.S. Equal Employment Opportunity Commission (EEOC)

Monica Colunga joined the U.S. Equal Employment Opportunity Commission (EEOC) in August 2010 as a Bilingual Investigator with the San Jose Local Office. After five years in this role, Monica was promoted to Enforcement Supervisor at the Washington Field Office in September 2015. In August 2019, she was further promoted to Outreach and Education Coordinator, where she currently serves.

Prior to her tenure at the EEOC, Monica worked in the federal sector at the Internal Revenue Service (IRS) and the Federal Aviation Administration (FAA). Additionally, she gained valuable experience in the private sector, working with Native American and Latino families in California.

Terrence W. Carr

Outreach and Education Coordinator, EEOC Philadelphia District

Terrence W. Carr is the Lead Outreach and Education Coordinator for the U.S. Equal Employment Opportunity Commission (EEOC) Philadelphia District, overseeing outreach efforts across Delaware, Maryland, New Jersey, Ohio, Pennsylvania, and West Virginia—the largest jurisdiction in the agency. A dedicated and results-driven professional, he brings extensive expertise in equal employment law, project management, instructional systems, leadership, and process improvement. In his role, Terrence develops and implements comprehensive outreach, public relations, technical assistance, and training programs, consistently delivering engaging and impactful sessions to diverse audiences.

Before joining the EEOC, Terrence served as a Strategic Implementation Project Manager for the Cleveland Metropolitan School District. His background also includes 20 years of distinguished military service in the United States Air Force and nearly two decades of ministry and humanitarian leadership. He pastored a diverse congregation in Okinawa, Japan, and led an international non-profit organization, where he organized medical outreach missions and managed construction projects throughout Asia.

Terrence holds a Bachelor of Science in Engineering Administration and Management from Park University, along with associate degrees in Instructional Technology, Business Management, and Construction Technology. He earned the USAF’s prestigious Master Instructor Certification and holds master’s certificates in Project Management, Lean Six Sigma, and Agile Management from Cornell and Villanova Universities. He also holds the Senior Professional in Human Resources (SPHR) certification from the HR Certification Institute (HRCI), reflecting his advanced knowledge of strategic HR practices and employment compliance.
